This course introduces students to the fundamental concepts and debates in the areas of policy analysis, policy formation, and specific policy issues. We will address questions like: Can we analyze public policies rationally and systematically? What criteria ought we use to analyze public policies? Is the policy making process rational and systematic, or is it political and arbitrary? Finally, what major policy issues confront Americans today, and what choices do we face?
